The Oregon Main Street Revitalization Grant supports efforts to revitalize downtown areas in communities that are part of the Oregon Main Street Network. The grant focuses on acquiring, rehabilitating, and constructing buildings in designated downtown areas to encourage community revitalization. These efforts aim to attract private investment, create or retain jobs, support viable businesses, and strengthen the local tax base. Funding for this grant is provided by the Oregon legislature and has been available every biennium since 2015.
Business owners are responsible for writing the grant, while Spruce Up Warrenton handles the application submission, manages the funds, and oversees the financial responsibilities for the project.
Business owners cannot apply directly for the grant because applicants must be organizations that participate in the Oregon Main Street Network. This network, administered by the State Historic Preservation Officer, provides assistance, training, and technical services to help Oregon communities strengthen, preserve, and revitalize their historic downtown commercial districts, as outlined in ORS 390.262(1)(b).
Spruce Up Warrenton will manage the grant funds and distribute them to business owners, allowing them to complete their projects as long as the work aligns with the grant’s rules and regulations. The State Historic Preservation Office aims to fully fund grant requests, but projects requesting smaller amounts, such as $20,000, are equally competitive. Funding is provided on a reimbursement basis, meaning a portion of the work must be completed and reported before funds are reimbursed. Business owners are required to provide a matching contribution with each reimbursement request until the match requirement is fully met. Indirect costs, general operational expenses, and contingencies are not eligible for funding. Additionally, 10% of the grant funds will be withheld until all project work is complete. Costs incurred outside of the grant period are not eligible for reimbursement or as matching funds.
